Charles Joseph Clark was born June 5, in High River, Alberta, the son of Grace Welch and Charles Clark.

From an early age, Joe became interested in journalism. During his time as a high school and university student, he gained journalism experience, writing for a number of different newspapers. He studied at the University of Alberta in Edmonton, then briefly at Dalhousie Law School in Halifax and University of British Columbia Faculty of Law in Vancouver.
